Online Registration A long-term Dream 

Property Registration through online, planned by the Government of Karnataka, is undoubtedly a welcome measure. This follows its initial step of 

digitization of land records. This is aimed at eliminating the role of middlemen and touts which led to massive corruption and inordinate delay in registration of properties. Revenue Minister G. Karunakara Reddy said online registration would be extended across the State in a phased manner. 

The Minister further said that work on upgradation of software to cover the entire State has commenced. Being fed up with the rampant corruption, the public response is overwhelmingly positive. Though one has to register property in the same jurisdictional office, in future it is expected that a resident from anywhere can get property registered at any place of choice. Uniform procedure across the State, documents listed, and discretionary powers of sub- registrars being removed are some welcome measures, which might end harassment to property buyers. 

Despite high expectations, it is too early to judge the outcome of this innovative venture. The process of online registration is in planning stage for the last eight years, without seeing the light of day. The reason for its not getting implemented is obvious. The powerful lobby of sub-registrars are intent in safeguarding their vested interests. It is but natural to expect this for, the department of Stamps and Registration, the third highest revenue generator in the Government is involved here. Unless bold and decisive steps 

are taken, it may not be as easy to translate into reality the long-drawn-out promises.
