The minister for housing and urban poverty alleviation Dr.Girija Vyas while addressing the ‘National Symposium on Affordable Housing’ recently, has said  in the last two decades the real estate sector boom has benefited the  upper middle class and the middle class. The economically weaker sections (EWS) and lower income group (LIG) have not reaped much benefit. The data of the technical group which was set up by the ministry shows that out of the 18.78 million housing shortage in the country, 96% shortage is in the EWS and LIG category.

To meet this demand the huge investments are required and the ministry is planning to involve private players along with Government in implementing the schemes. The ministry is in the process of modifying all major schemes like Rajiv Awas Yojana (RAY), Rajiv Rinn Yojana soon  for providing  affordable housing to urban poor by making them more people friendly. She has also said that in the current plan period enormous budgetary support will be earmarked for affordable housing in partnership schemes. The minister further said private developers have to supplement the government efforts by developing economic models to encourage affordable housing for economically weaker sections and lower income group families in the urban areas.

In this direction India is collaborating with Switzerland for building energy efficient buildings.

It is said the Indian government is planning to utilize the Swiss expertise for designing energy efficient buildings in India, by entering into a MOU for a period of five years. The Building Energy Efficient Project aims at promoting  energy efficient designs for new buildings bringing together the builders, developers and state agencies. Mr. Castelmur of Switzerland has said by utilizing the Swiss know-how, house owners can reduce their energy consumption by almost 50 per cent. The Bureau of Energy Efficiency (BEE) is a partner in implementation of the project.

Real Estate registrations rise in Mumbai

There is an increase in the real estate business in Mumbai as seen from the property registrations during the first  half yearly data of data of Director General of Registrations as on June 2013. This is in spite of slow down in the Economy and there were nearly 34000 property registrations in the first half of the calendar year as compared to around 2900 in the previous year. This is a signal that supply is coming back to the market and urban properties are getting absorbed as the developers are offering many discounts and  freebies at the time of bookings.

Mumbai property registrations had seen a down trend for a year and a half due to some changes in the development control rules leading to delay in approval of projects. Further, the developers were facing liquidity pressures due to slow down. The present trend shows that the project approvals are being done at a faster phase. Between January 2013 to June 2013 the high rise committee of Brihanmumbai Municipal Corporation (BMC) has given approval for 62 building proposals based on various factors like., environment sustainability, availability of  open space as per rules and also infrastructure. Compared previous year the number of proposals cleared was more than five times of the previous year i.e., upto June 2012. Some of the major projects that have been cleared are Lodha Developers, Nirmal Lifestyle, Orbit Corporation and Rajesh Lifespaces.

Many developers feel that the Reserve Bank of India (RBI) policy on interest rates has worked like a dampner. The developers expect the RBI to cut interest rates on home loans to give boost the real estate industry.
