The plight of Agriculturists owning agricultural lands in Karnataka is woeful. Adding to this misery is the recent ordinance of prohibition on alienation of lands falling under Command area development authority (CADA) for a period of ten years. The objective of this ordinance is to avoid selling of the lands for lesser value than what has been spent, and to avoid outsiders acquiring farmlands. Who is responsible for sale of agricultural lands for lesser value? It is Government of Karnataka and no one else. There are various restrictions on sale / owning agricultural lands in Karnataka.
Apart from ceiling on holdings, the purchaser should be agriculturist or agricuItural labourer. Even though an agriculturist, h is non-agricultural income should not be more than 2.00 lakhs per year. The new generation, though willing to take up agriculture cannot purchase agricultural lands, as one should be an agriculturist as on 1/3/1974. These fetters have restricted the marketability of agricultural land, which has resulted in lowering the rates. An agriculturist is handicapped in selling his lands even in case of necessity, move to other profession or sell and purchase more
fertile lands. In the absence of purchaser, he is forced to sell his lands for whatever the price offered or wait till the government acquires the land for some pittance. As an alternative he has resorted to sell his lands as revenue sites, without following the conversion procedure. The Land Reforms Act, which was enacted during 1961, has outlived its utility; and those restrictions are only working as hurdles. With dwindling monsoons, fall in crop yield, and without purchasers, farmers are committing suicides.
This ordinance would only further deteriorate the market value of agricultural lands, which may become albatross around agriculturist neck.
And another objective of this ordinance is avoiding purchase of lands by outsiders; yes outsiders, not from Pakistan, Bangladesh or Sri Lanka but from other states of India, which will pose a threat to federal structure. Fortunately the founders of constitution had foresight, not to allow, the states to have armies, lest we could have had wars for water and boundaries.
