Bangalore Development Authority has become proactive. It has developed Anjanapura Layout, Visheswaraiah Layout and is in process of completing land acquisitions for proposed Arkavathy Layout.

Last week BDA has notified the acquisition of 1522 Acres and 19 Guntas of land for the formation of Hi-Tech City and Road between Sarjapur Road and Hosur Road. The notified lands falls under the jurisdiction of Bellandur, Kalkondanahalli, Doddakannel, jannasandra, Kasavanahalli, Haralur, Parappannaagrahara,Naganathapura, Doddanagamangala, Doddathogaru, Konnappana Agrahara, Kudlu.

The areas notified for acquisition are well developed and most of them are converted lands which command an average rate of Rs.500/- per sq.ft. Naturally, the landowners challenge the acquisition proceedings, in the court of law with various facts. This would defeat the very purpose of acquisition, since the process of gets entangled in legal battle, which is the time consuming. Acquiring the developed area for the least price and allotting the same for nominal cost to influential persons and IT Industries is not justified.

Instead of notifying the developed area, BDA can acquire the lands in undeveloped areas away from City; where the value of lands is also low. Landowners would also happily surrender the lands, which would hasten the process. Self sufficient, well developed satellite towns away from city would eliminate congestion, overcrowding, pollution, traffic hassles in the city.

Recently BDA & BMRDA has released the names of unapproved layouts and has cautioned the public. But, why not BDA & BMRDA take action against such unapproved layouts. Many builders, developers complain that BDA is not taking any interest in approving layouts though the layout plans conform to the rules. As the builders & developers do not want their funds to be locked, many builders, developers find other means to sell the property to the end users.

BDA should streamline its machinery to approve the layout asearly as possible. It should also initiate preventive measures to avoid mushrooming of unapproved layouts at the beginning itself.

This is would definitely help the innocent purchasers. No doubt,Mr.jayakar jerome is doing wonderful job in transforming theBangalore, but the measures discussed earlier need to beaddressed.
